I would strongly encourage checking the requisite logs to see what is causing the failure of the Proxy to bind to the needed port. The two key logs will be:
- Repository > Trace > System_Repository
- Proxy > Trace > System_Proxy
For (1), if the Repository does not initialize then no other service will come online.
